Senior Harbormaster Job Description and Qualifications (Suffolk County Only)
DISTINGUISHING FEATURES OF THE CLASS (Suffolk County Only)

Under general supervision, an employee in this class is responsible for supervising the management of
town harbors and marinas.  The incumbent supervis­es Harbormasters and Bay Constables in managing
boating traffic and enforcing marine ordinances.  The work is reviewed through submission of periodic
reports to an administrative supervisor.  Does related work as required.



TYPICAL WORK ACTIVITIES (Suffolk County Only)

Supervises Harbormasters in the maintenance of town harbors and channels;

Supervises the assignment of mooring spaces at town Marinas and oversees the recording of the numbers
and sizes of boats moored therein;

Supervises Harbormasters in the enforcement of town ordinances and assists the Town Attorney in
prosecuting violators;

Supervises ordering of supplies for maintenance of harbor equipment;

Prepares reports to supervisor recommending improvements in harbor facilities.



FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the operational and maintenance requirements of harbor facilities and equipment;
thorough knowledge of nautical calculations and terminology; ability to plan and supervise the work of
Harbormasters, Bay Constables and other subordinates in a manner conducive to full performance and
high morale; ability to establish and maintain effective working relationships with town officials, boat
operators, shipyard owners and the public; ability to enforce local marine ordinances with tact and
firmness; physical condition commensurate with the demands of the position.



MINIMUM QUALIFICATIONS

OPEN COMPETITIVE

Graduation from high school or possession of a high school equivalency diploma, and six (6) years of paid
experience in law enforcement, marine conser­vation, marine construction, marine transportation, marine
maintenance, commercial fishing, or merchant or United States Navy seamanship.



NOTE:  a)  Additional relevant education from a New York State or regionally accredited college or
university will be substituted for experience on a year-for-year basis.

b)  Possession of a current United States Coast Guard Master’s license, for which at least 360 days of
service were needed to qualify for examination, will substitute for two years of the above experience.



NECESSARY SPECIAL REQUIREMENT

1.      There will be a qualifying psychological evaluation for open-competitive candidates.

2.      For open-competitive appointments, after appointment, the incumbent will be required obtain a
Peace Officer Training Certificate recognized by the New York State Municipal Police Training Council.



PROMOTIONAL

Two (2) years of permanent competitive status as a Harbormaster.
