Senior Bay Constable Job Description and Qualifications (Suffolk County Only)
DISTINGUISHING FEATURES OF THE CLASS (Suffolk County Only)
Under general supervision, an employee in this class trains, supervises and directs Bay Constables in
patrolling local waterways, and enforcing waterways ordinances within a town or village. The incumbent is
responsible for the repair and maintenance of town boats within an assigned area. Work is reviewed
through inspections, conferences and written reports by an administrative official. Does related work as
TYPICAL WORK ACTIVITIES (Suffolk County Only)
Assigns patrolling areas to Bay Constables;
Instructs Bay Constables in boat handling, navigation, and equipment installation and maintenance;
Instructs Bay Constables in local, county, state and federal conservation laws and ordinances;
Attends various conservation and marine activities meetings;
May operate a patrol boat or other vehicle as part of the conservation enforcement responsibilities.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the geography of local waterways and water systems; thorough knowledge of the
operation and maintenance of power boats, marine and harbor equipment; thorough knowledge of federal,
state and local laws governing hunting, fishing, clamming and boating in local waters; skill in the operation
of a power boat; ability to train, supervise and review the work of Bay Constables in a manner conducive to
full performance and high morale; ability to understand, interpret and implement conservation and boating
laws within a locality; ability to keep records and prepare written reports; physical condition commensurate
with the demands of the position.
a) Graduation from a New York State or Regionally accredited college or university with an Associate’s
Degree in Criminal Justice, Marine Conservation, Marine Transportation, Marine Maintenance or a related
field, and two (2) years of experience in marine conservation, marine transportation, marine maintenance,
commercial fishing and/or clamming, as a member of the United States Navy, as a merchant able body
seaman, or as a peace or police officer as defined in sections1.20 and 2.10 of New York State Criminal
Procedure Law; or,
b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and
four (4) years of experience as defined above; or,
c) An equivalent combination of education and experience as defined by the limits of a) and b).
NOTE: Possession of a current United States Coast Guard Master’s license, for which at least 360 days of
service were needed to qualify for examination, will substitute for two years of the above experience.
NECESSARY SPECIAL REQUIREMENTS
1. There will be a qualifying psychological evaluation for open-competitive candidates.
2. Candidates must be at least twenty-one (21) years of age at the time of appointment.
3. Candidates must be certified or be able to obtain certification from the New York State Bureau for
Municipal Police as a peace officer with firearms.
One (1) year of permanent competitive status as a Bay Constable.
